Join Quality Teaching for English Learners (QTEL) in O’ahu, HI and Santa Cruz, CA for their Summer Institutes!
Are you trying to offer English Learners in your schools quality opportunities to learn? Do you want to learn new ways of supporting them as they engage in activity? Does your school or district have classes with students who have a wide range of English proficiencies?
Every year QTEL holds open enrollment professional development institutes for educators focused on the development of educator expertise to engage English Learners and all other students in deep, generative learning.
During QTEL’s summer institutes, participants experience and understand powerful models of learning which they are able to turn into school practices that cultivate global competencies and academic development for English Learners and all other students.
WestEd’s QTEL team, established in 1999, empowers educators to teach rigorous academic content to English Learners through expert-developed modules and processes informed by extensive experience in K-12 education and professional development.

- Building the Base K–2: An Integrated Approach to Literacy across the Content Areas
- Building the Base 3–5: An Integrated Approach to Literacy across the Content Areas
- Building the Base: Secondary ELA/SS
- Building the Base: Secondary Mathematics
- Building the Base: Secondary Science
- Building the Base: Newcomer Literacy
- Writing for English Learners in Grades 6–12
- Leadership in English Learner Education
*Only available to participants who have attended previous in-person QTEL Building the Base or disciplinary institutes.
Cost
Registration and materials:
- $2,500 per person for a five-day, in-person institute.
- Teams of 5 or more participants are $2,000 per person for a five-day, in-person institute.
Breakfast and lunch included daily.
Payment can be made by Purchase Order or check.

Received on or before: April 7, 2025: 100% of tuition refunded
Received on or before: April 21, 2025: 75% of tuition refunde
Received on or before: May 26, 2025: 50% of tuition refunded
After May 26, 2025: We will not be able to refund tuition.
No-Show Policy
If you fail to show up on the day of the event, you will responsible for 100% of the tuition.
