Sustaining the Future of the Teaching Profession

Across the nation, state education policymakers and leaders are grappling with the impact of national K–12 teacher shortages. Although many teacher recruitment and retention efforts occur at the local level, state education agencies (SEAs) hold an imperative role in tackling this complex challenge at the systems level. Typically, SEAs enact state-level policy and regulations or provide state funding. However, there are additional roles that they can play that go beyond just developing and financing policies and best practices. SEAs can also build capacity in schools and districts for implementation of these efforts. The 4Cs framework offers insights into four key roles—communicator, convener, content expert, coordinator—that SEAs can fulfill to establish conditions for districts and schools to address teacher shortages. In this presentation, Delaware Secretary of Education Mark Holodick will share about the role of the state in addressing teacher compensation reform through Delaware’s Public Education Compensation Committee.
Participants will examine
- a description of the state’s role in addressing localized teacher shortage issues;
- a brief synthesis of the common challenges contributing to teacher shortages; and
- examples of state-level solutions and best practices.

About the Presenters
Dana Grayson is the Director of WestEd’s Teacher Workforce team at WestEd. Drawing on 20 years of experience as a project leader and former teacher, Grayson partners with states and districts to engage in data-driven decision-making and strategic planning. She specializes in educator workforce, resource planning, and district and school improvement issues.
Sarah Barzee serves as Senior Director of State Education Services at WestEd and as Director of the Region 2 Comprehensive Center (R2CC). Funded by the US Department of Education, the R2CC supports state education agencies in Connecticut, New York, and Rhode Island.
Mark Holodick is Secretary of Education for the Delaware Department of Education.
