This report investigates the implementation of Positive Behavior Interventions and Supports (PBIS) during the COVID-19 pandemic and its effects on school discipline. It highlights the challenges faced by educators, including increased student problem behaviors due to disruptions in traditional schooling. The study evaluates how different tiers of PBIS—universal, targeted, and intensive—were applied across schools in a midwestern state and their impact on disciplinary exclusions. Findings suggest that while implementing at least Tier 1 did not significantly reduce suspensions, schools that fully implemented all three tiers with fidelity experienced fewer disciplinary actions. This research underscores the importance of comprehensive behavioral support systems in addressing the unique challenges posed by the pandemic. It provides valuable insights for educators and policymakers aiming to improve student outcomes and foster a positive school environment.
