A resource allocation review (RAR) is a powerful opportunity to examine the current flow of resources as they affect students. This brief shares discoveries made by the Region 15 Comprehensive Center and the Utah State Board of Education during their joint design and implementation of the ESSA resource allocation review process.

Lessons learned from this partnership can help other states, no matter where they are in the RAR development process. Promising practices include utilizing a cross-department team for design and delivery, establishing a shared vision, considering resources beyond funding, designing a service-oriented process, and tracking and monitoring progress.
