In 2021, California Governor Gavin Newsom launched the Governor’s Council on Holocaust and Genocide Education to improve education about the Holocaust and other genocides in response to declining youth awareness and rising hate incidents. The Council commissioned a comprehensive study, in partnership with WestEd, to evaluate the state of Holocaust and genocide education in California schools. Using surveys, interviews, and policy reviews, the study found that while some districts have strong programs, many others lack consistency, with success often depending on individual educators. Key findings highlighted the need for state-level support to ensure high-quality education across the state.

This report outlines strategic recommendations to strengthen these educational efforts and address issues such as anti-Semitism, racism, and bigotry. These recommendations call for a systemic, state-supported approach to Holocaust and genocide education, ensuring a more unified, impactful effort statewide. The findings emphasize the importance of a cohesive strategy to equip educators and students with knowledge and empathy.
